It can be read here. Although it was an interim report, it found ten possible breaches of the BBC’s own Editorial Guidelines. We found Panorama guilty on nine counts and cleared it of one. The programme broke the key BBC commitment to “achieving due impartiality”. And failed to honour the BBC promise not to “knowingly and materially mislead its audiences.” The BBC, of course, rejects these criticisms while Ofcom, the broadcasting watchdog which polices the Corporation, declined to investigate. In 2008 he wrote a Spectator article attacking a conference on Islam, branding the organisers “fascist” and claiming the conference had "a racist and genocidal programme”. The magazine later apologised and paid libel damages. Pollard’s stint as Jewish Chronicle editor has also seen some notable libel setbacks. In 2009 the paper paid £30,000 in damages to a peace activist after the paper falsely accused accused him of harbouring suicide bombers. In 2012 the Chronicle paid substantial damages to the trustees of a charity after it suggested the USA believed it was a terrorist organisation. When police realised the detective sergeant had perverted the original inquiry in 1987, they should have charged him with perverting the course of justice — it is widely accepted that he contaminated the initial police inquiry. Even if a jury declined to convict him, the force had considerable disciplinary powers to punish him. He could have been dismissed from the force and been stripped of his fully-funded police pension. Instead, he was allowed to resign with his pension intact. Now he will be awarded a substantial compensation package for the failed attempt to finally bring him to justice in the fifth investigation of the Daniel Morgan murder. He has not escaped scot free, however: he spent three months in prison on remand and his career as a private detective was destroyed in 2002 when his computer was found to contain extreme images of child sex abuse. First - the original inquiry, headed by the Met's Douglas Campbell, in 1987. Six arrests, including three serving police officers and Rees and Fillery. No charges followed. Second - 1988-1989 carried out by Alan Wheeler of the Hampshire Police. Jonathan Rees and a bodyguard were charged with murder and a woman with perverting the course of justice. All charges thrown out at the committal when the CPS offered no evidence. Third - the secret investigation by anti-corruption officers in 1999 where the offices of Southern Investigations were bugged. No charges were brought in relation to the Daniel Morgan murder but Rees and two others were gaoled for planting cocaine on an innocent woman. Fourth - the investigation by Dave Cook in 2002-2003 when the home of murder suspect Glenn Vian was bugged. In March 2003 CPS decided not to prosecute. Fifth - the final attempt, which started in 2006, led to Rees, the Vian brothers and former Southern Investigations employee Jimmy Cook being charged with murder in 2008. Sid Fillery was charged with perverting the course of justice.
